In an interview with China.org.cn, Tu Xinquan, dean and professor of the China Institute for WTO Studies at University of International Business and Economics, stressed that trade and economic cooperation between China and the United States benefits both sides.
主持人:The trade and economic cooperation between China and the United States holds great significance for both countries. And it has a crucial impact on global economic growth. Professor Tu, how would you evaluate the current state of trade and economic relations between China and the United States?
屠新泉:Since the establishment of diplomatic relations between China and the United States in 1979, economic and trade cooperation between the two countries has greatly benefited both economies and their peoples. China's reform and opening up policies were boosted by the world market economy system led by the United States, and China finally became a member of the WTO in 2001. This marked the institutional foundation of China's remarkable economic growth over the past four decades. As the largest market in the world, the United States has provided great opportunities for the development of China's manufacturing sector. It has also been the leading source of advanced technology and equipment crucial for China's industrialization. American companies operating in China have played a significant role in transferring modern management practices and operational know how to Chinese managers and workers. Conversely, industrious Chinese workers have been able to produce high quality and cost-effective products, which have been exported to American companies and households. This has helped reduce costs for American businesses and improved the lives of consumers. China has become a major's destination for international investment and a key driver of global economic growth. The current status of the world's two largest economies is highly complementary and their cooperation is pivotal for global prosperity.
主持人:What are the major challenges that are currently impeding trade and economic cooperation between China and the United States?
屠新泉:Since 2017, there has been a notable shift in the U.S. approach towards bilateral trade relations with China. Many American politicians hold the belief that China has gained greater benefits from the relationship, while the U.S. has incurred losses. This is evident in the increasing U.S. trade deficit with China and the diminishing share of the U.S. manufacturing. In response, the U.S. government has imposed high additional tariffs on over half of its imports from China. Moreover, many American elites perceive China as a challenge to U.S. global dominance and a threat to U.S. national security. As a result, various trade, investment, diplomatic and educational restrictions and sanctions have been imposed on Chinese individuals, products, companies, deliberately severing the connections between the two countries. These decoupling policies pursued by the U.S. side have seriously undermined the mutually beneficial relationship that has been cultivated over the last four decades.
主持人:Do you see any potential for further development in China-US trade and economic cooperation? And what do you think are the main factors driving growth in this area?
屠新泉:Despite the challenges and the impact of the pandemic, the trade relationship between China and the United States has demonstrated remarkable resilience in recent years.Particularly, trade in products that are not subject to additional tariffs has been steadily increasing. This indicates that China U.S. trade relations are built on a solid economic foundation and reflect the high level of complementarity between the two economies.
There remains huge potential for further cooperation between the two sides in various areas. One promising area of collaboration is a new energy sector. As the world faces climate change and environmental degradation, it is crucial for the world's two largest economies to work together. China has strong capabilities in new energy industries, such as solar panels and electric vehicles, while the United States possesses advanced technologies and significant influence in this field. If both countries joined forces and take the lead in addressing these challenges, it could yield tremendous benefits for the entire world.
主持人: How do you propose we improve and strengthen long term trade cooperation between China and the United States?
屠新泉: The current bilateral relationship between China and the United States faces several challenges. To enhance long-term trade cooperation, it is crucial to abide by existing WTO rules and work towards removing unilateral trade restrictions. Increasing dialogue between the two countries is essential to clarify the relationship between trade and national security, as well as to separate trade policies from national security considerations. Cooperation between China and the United States is mutually beneficial and confrontation will result in losses for both sides. As the world's two largest economies, it is important for China and the United States to avoid unilateralism and Protection. Such actions would not only affect bilateral relationship and the fundamental interests of both peoples, but also affect the future of the world. While resolving ongoing trade disputes will take time, both sides should explore cooperation in new areas, particularly in addressing climate change.
